INTERNAL COMPLAINT COMMITTEE (ICC)

The Internal Complaint Committee (ICC) is a grievance redressal forum which deals with complaints related to sexual harassment at workplace. It has been mandated by the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal ) Act of UGC, 2013.

The first Internal Complaint Committee (ICC) MDKG College was constituted on 17-01-2020 (with reference to DOP&T O.M. 11013/2/2014-Estt.A.111 dated Feb. 2, 2015) and was in operation until February 2024. The Presiding Officer was Dr. Anita Sharma and Advocate Dr.Purnima Duwarah Saikia was the External Member. The other members were Banani Das, Jadab Jyoti Saikia, Srutimala Bharali , Puspa Gaonkhowa, Purnima Saikia and Dr.Shekhar Purakayastha.

The Internal Complaint Committee (ICC) of MDKG College as per the SHWW (PPR) Act, 2013 was reconstituted with the following members w.e.f.01/02/2024 for a term of three years:

FUNCTIONS OF THE ICC:

  1. Complaint Redressal: Serve as the primary body for receiving, investigating, and resolving complaints of sexual harassment.
  2. Advisory Role: Advise the college administration on measures to be taken to prevent sexual harassment and ensure a gender-sensitive environment.
  3. Awareness and Training: Educate the college community about sexual harassment, their rights, and the mechanisms available for redressal.
  4. Policy Implementation: Ensure the effective implementation of the college’s sexual harassment policy in compliance with the POSH Act and UGC guidelines.
  5. Monitoring and Evaluation: Monitor the effectiveness of the policies and procedures in place to prevent and address sexual harassment.

WHO CAN APPROACH ICC?

Any aggrieved woman who has suffered harassment at workplace can approach ICC.
Aggrieved woman includes:
    a. Woman who is an employee, or
    b. Someone visiting the workplace, or
    c. Student

ACTIVITIES OF THE ICC:

JANUARY 2020 – JANUARY 2024:

  • The first meeting of the ICC was organised on 12-03-2020. Dr.Purnima Duwarah Saikia Principal DHSK Law College and also the external member of ICC MDKG delivered a talk on, ‘Laws on Sexual Harassment’.
  • Art competition
  • Poem writing competition on the topic “ Gender Inequalities” on 24/12/2021
  • Article writing on the topic “Relevance of Gender Education among the youngsters” on January 2022.
  • An Interaction Programme with Queer Activist Rituparna Neog on 02/05/2022.

FEBRUARY 2024 TILL DATE

  • Invited talk on International Women’s Day: Dr. Nasmeem Farhin Akhtar, Director I/C of UGC Centre for Women’s Studies, Dibrugarh University was invited to deliver a talk on “ Investing in Women: Accelerate progress” on 08/03/2024.
  • Speech competition among college students on “Gender Equality and the relevance of Inclusion” on 08/03/2024.
  • Poster making event: A poster making event was jointly organized by ICC MDKG College and Akam Foundation celebrating One Billion Rising on 1st April 2024. The theme of the event was “Gender based violence”.
  • Postering: Postering both the campuses of the college about the ICC and contact persons to lodge complaints.
  • Orientation programme: An orientation programme for students on “ICC- its objectives and functions” was organised on 26/10/2024 which was deliberated by Dr. Anita Sharma, Assistant Professor, Dept. of Political Science.
  • Formation of Gender Champions Club: The Gender Champions Club of the college was formed on 26/10/2024. Dr. Bornali Nath Dowerah, the Nodal Teacher of GCC was handed over her appointment letter and register of the GCC.
